A seasoned construction professional whose entire forty-eight year career has been in the heavy-highway construction industry. Michael has performed every function attributable to the supervision, oversite, and administration of a successful heavy-highway construction project. Concluded his working career as a Vice-President of a major heavy-highway construction company in southern California.
Began his career with the Pennsylvania Department of Transportation as the Project Manager on a major freeway interchange (I-76 /I-476) construction project located in suburban Philadelphia, PA.
Transitioned to the private sector working as a Project Engineer for a highway and bridge construction company in suburban Philadelphia, PA. Did it all - while learning the business; including negotiating, estimating, purchasing, field engineer performing layout, etc., and eventually running work.
Moved to Phoenix, AZ where he managed many large-scale highway construction projects; eventually becoming Vice-President of Operations of a major heavy-highway construction firm located in Phoenix, AZ.
Continued his career by moving to southern California to work for a large heavy-civil construction company, as a Project Manager on several large scale projects in the Los Angeles basin. Eventually promoted to a Division Manager, overseeing work in southern California.
Promoted to Vice-President in charge of Contract Administration.
A skilled negotiator whose has actively participated in various forms of dispute resolution including DRB’s, Mediation, Arbitration, and Litigation.
Over his career Michael has gained the reputation as a skilled negotiator; closing out projects to the benefit of all parties concerned.
As may have been required in times of unresolved dispute, has prepared for and participated in all forms of ADR including DRB’s, Mediation, Arbitration, and Litigation.
Experience as an Expert Witness in many of the above mentioned dispute resolution forums.
Has testified as an Expert Witness, and has worked with attorneys preparing cases for adjudication.
Significant experience in conventional Design-Bid-Build, as well as with Alternative Delivery procurements such as Design-Build and CMGC.
In Alternative Delivery, has been an active participant in putting “teams” together, and developing Teaming Agreements.
Michael has then been active in the development of Statements of Qualifications, as well as Proposal Development. Has participated in writing assignments for SOQ’s and RFP’s, and has also worked on Pink Teams, Red Teams, and Gold Teams during qualification and proposal reviews.
